KICLEI Delivers
-
KICLEI is currently compiling two years of national research, council presentations, and community collaborations into a series of public reports and ready-to-use templates.
These reports are designed to help municipalities, advocates, and residents navigate complex issues such as:
ICLEI, FCM, and the Partners for Climate Protection (PCP) program
The Green Municipal Fund (GMF) — who profits and who pays
Climate emergency declarations
BESS (Battery Energy Storage Systems), wind, and solar projects
Safe supply, homelessness, and mental health frameworks
Reform recommendations for transparency and local decision-making
Each report builds from real Canadian examples and includes background research, sample motions, and practical next steps for councils and communities.
We’re publishing these materials gradually as they are completed — please check back regularly or subscribe to our newsletter for updates.
For customized local reports or region-specific requests, please use the Contact Form.
Requests requiring additional research or formatting are reviewed as time allows and may involve a minimum contribution of $240.This is part of KICLEI’s long-term goal: to make every community in Canada more informed, more empowered, and more locally led.

KICLEI Canada has formally submitted written requests for information to both ICLEI Canada and the Federation of Canadian Municipalities (FCM) regarding the Partners for Climate Protection (PCP) program—specifically its costs, whether it is required to access the Green Municipal Fund (GMF), and ICLEI’s role and affiliation with the United Nations.
To date, no responses have been received. The information presented here is drawn from publicly available records, council documents, and program materials, and is shared solely for the purpose of public education and policy transparency.
Municipal councils across Canada have reported receiving staff assurances that the PCP program is “free,” “voluntary,” and may support eligibility for GMF funding. However, in several cases, requests to withdraw from the program or to obtain detailed cost-of-implementation breakdowns have reportedly been described by FCM-affilated Mayors/Wardens as setting a “dangerous precedent.”
KICLEI Canada’s role is to document, verify, and publish unanswered questions and concerns so that elected representatives and residents can ask better questions and make informed, evidence-based decisions.

When citizens ask hard questions, FCM and ICLEI respond with spin—not answers. This refusal to engage sets a dangerous precedent for democratic accountability.

Custom Reports & Local Data Tools
KICLEI offers custom reports to help municipalities, residents, and councillors make informed decisions using real-world local data — no ICLEI software or outside consultants required.
These reports put emissions claims into context, showcase natural carbon storage, and provide alternatives to global climate plans. Perfect for councils exploring withdrawal from PCP, rethinking climate policies, or demanding transparency.
Available reports include:
✅ CO₂ Context Calculator
Translate “tonnes of CO₂” into relatable terms — including:💰 Cost per tonne (How much is your council prepared to spend?)
🌳 Tree absorption equivalents
📉 Percentage of CO₂ reduced compared to:
– Canada’s total emissions
– All human-caused emissions globally
– Total global emissions (including natural sources)
This tool helps residents and councils see through inflated climate claims by showing the actual scale of impact — in dollars, trees, and global context.
🌲 Natural Carbon Uptake Report
Estimate how much CO₂ your forests, wetlands, and soils already absorb.🗺️ Carbon Stock Map Links
Visualize stored carbon across Canada’s ecosystems using data from WWF, McMaster, and others.📈 Municipal Emissions Baseline Guide
Simple formulas using population and GDP — no ICLEI software needed.🐄 AMP Grazing Climate Action Plan Template

Municipal Oversight Brief: BESS Risks & Local Authority
This 10-page briefing is designed to help Canadian municipalities assess and respond to Battery Energy Storage System (BESS) proposals being promoted by private developers. While framed as part of the “clean energy transition,” these projects are speculative, profit-driven ventures that come with long-term safety, environmental, and financial risks for host communities.
The report explains how the business model works, what municipalities are being asked to approve, and the risks that are often overlooked or minimized in developer presentations. It includes a checklist of council questions, a sample motion to pause or decline participation, and recommendations to ensure full transparency and local control.
Notice of Remonstrance: Standing Up for Councillor Integrity
Defend elected officials from political retaliation for representing their constituents.
This template letter is a civic tool designed to help residents oppose the unjust censure or sanctioning of municipal councillors—especially when those councillors raise legitimate questions about global programs like ICLEI, FCM, or the UN SDGs.
It outlines legal and democratic principles grounded in the Municipal Act, Charter rights, and the duty of councillors to uphold transparency, fiscal integrity, and local representation. This document affirms that lawful dissent is not misconduct—and that attempts to silence councillors for voicing constituent concerns undermine democratic governance.
📥 Use this draft to support councillors who are being targeted for asking the hard questions. Add your name, date, and municipality, and submit it to your local council or share publicly.
⚠️ Heads up: This is a public engagement tool, not legal advice. Always consult local legislation and your legal counsel as needed.
BC Net Zero Withdrawals
BC residents—please read and share this guide with your local council. It outlines how municipal councils can exit costly, voluntary climate programs like PCP and the BC Climate Action Charter.
✅ These are not mandated.
✅ Local governments can withdraw.
