KICLEI Reports & Templates

KICLEI is currently compiling two years of national research, council presentations, and community collaborations into a series of public reports and ready-to-use templates.

These reports are designed to help municipalities, advocates, and residents navigate complex issues such as:

  • ICLEI, FCM, and the Partners for Climate Protection (PCP) program

  • The Green Municipal Fund (GMF) — who profits and who pays

  • Climate emergency declarations

  • BESS (Battery Energy Storage Systems), wind, and solar projects

  • Safe supply, homelessness, and mental health frameworks

  • Reform recommendations for transparency and local decision-making

Each report builds from real Canadian examples and includes background research, sample motions, and practical next steps for councils and communities.

This report by Maggie Hope Braun (KICLEI Canada) examines the financial, legal, and governance implications of the Federation of Canadian Municipalities–ICLEI Partners for Climate Protection (PCP) program. It highlights how global climate initiatives can erode local autonomy, burden municipal budgets, and overlook community priorities.

Through a clear analysis of program milestones, costs, and liabilities, the report offers a localist alternative—a call for councils to focus on practical environmental stewardship, community well-being, and fiscal responsibility. It concludes with a withdrawal resolution template for municipalities seeking to prioritize local governance and sustainable, locally-driven solutions.

KICLEI Canada has formally submitted written requests for information to both ICLEI Canada and the Federation of Canadian Municipalities (FCM) regarding the Partners for Climate Protection (PCP) program—specifically its costs, whether it is required to access the Green Municipal Fund (GMF), and ICLEI’s role and affiliation with the United Nations.

To date, no responses have been received. The information presented here is drawn from publicly available records, council documents, and program materials, and is shared solely for the purpose of public education and policy transparency.

Municipal councils across Canada have reported receiving staff assurances that the PCP program is “free,” “voluntary,” and may support eligibility for GMF funding. However, in several cases, requests to withdraw from the program or to obtain detailed cost-of-implementation breakdowns have reportedly been described by FCM-affilated Mayors/Wardens as setting a “dangerous precedent.”

KICLEI Canada’s role is to document, verify, and publish unanswered questions and concerns so that elected representatives and residents can ask better questions and make informed, evidence-based decisions.
